It looks like this space was formerly a Handicapped parking space that has been reassigned, but the black paint that once covered the Handicapped sign has worn off if you want to feel safe that you will not get a tocket for blocking a Handicapped space, the cord does reach the next space. (see photo of my Red Tesla Model S charging in the next space)
