Crystalwerks EV Charging Stations

I had a negative experience. There's a vehicle parking here overnight every night while plugged in but not charging. cA License Plate #8MSR660. California law in Los Angeles County states: 22511.1 (a) A person shall not park or leave standing a vehicle in a stall or space designated pursuant to Section 22511 unless the vehicle is connected for electric charging purposes. this vehicle has been connected to the charger for nearly 5 hours. The charger states the vehicle has been connected for 4 hours 46 minutes 10 seconds. the vehicles charging light shows the car is no longer charging but rather has a full charge. this is the case every night when I try to use this charging station. this car is always there plugged in but not charging. the law states the car cannot be parked there unless the vehicle is charging.

The station is often occupied by CA lic# 8MSR660. the station map says its available but the person parks there overnight still plugged in. this over the two hour time limit.
