McElderry Garage Lower Level EV Charging Stations

I found the chargers on foot. All the chargers were occupied. some had green lights, some had blue. I guess some were charging, and some were complete? I couldn't figure out how to get my vehicle down to the lower level. is these chargers for employees of the hospital?
