This appears to be parking permit only accessible charging. Whether they're free if you have permits is unknown by me, but the lower level seems to be the hourly area yet the chargers are on upper levels. This shouldn't be marked as "free" in this app, in my opinion. I marked as "negative experience" because the other options to leave a comment didn't seem appropriate.
