this charger is still defective and it's one of only a few in a desert of level 2 chargers and limited fast charging in a disenfranchised area. why is it that none of the fast chargers work in the lower income areas of Los Angeles county?

this is in an industrial area open parking lot, not much traffic around on nights and weekends.
