Gated apartment complex, but gates were open with 4 charging ports under large pine trees. There is no view of the river from charging area. It is next to the apartment pool with a toilet facility.

This is a private apartment complex. I guess technically anyone could drive up and charge here, but it seems intended only for those who live here.
