All 4 working, 3rd one is out of service but they have some kind of device connected to it that charges? Looks like they couldn’t fix the charger so they added a sub unit to it?

Unfortunately, these chargers were vandalized and the charging cords were removed. The chargers will be repaired as soon as possible, given current supply issues.
