So it seems like chargers are only operational when paid parking is in effect? Can anyone confirm?

Charging stations are now turned off overnight and week-end to avoid people charging for free when theres no parking surveillance. Maybe you should consider charging $ by the hour 24/7 since no other alternatives in the area.

Charged successfully. Easy and free if you're there after 5pm. Left the car and walked home for dinner, etc before coming back.
