Monarch Place - Springfield, MA EV Charging Stations

I tried to charge here but couldn’t activate. The chargers appeared to be live but it wouldn’t accept a credit card and there was no cell service so I couldn’t download the app. Then I was charged $6 (after several tries and no receipt) to get out of the parking structure after what felt like 15 minutes of frustration. I even question if it’s a class 2 because of the sign- see the picture

Tried two ports. Neither worked
