There are two brands of charger. Enel X and another one. One is 3.50$/hr and the other is 4$/hr. Both appear to be accessible to anyone, but the hotel may have issues with a non-guest parking. (This said they did not take my license plate when checking in)

This is NOT a free public spot. I would charge here a few times a week since it was close to my work (often the only EV there, there are two chargers). the hotel manager got one of their employees to block me in and called a tow truck after they watched me ride away on my bike (pretty passive aggressive when they could have just talked to me). I thought this hotel was doing a good thing offsetting their carbon footprint by offering free charging but that is just not true.
