Are the ev chargers at Audi free?

This car dealer (Audi North Orlando) regularly blocks their public access chargers (fast chargers and level 2) by parking their own vehicles in the way. Occasionally I’ve seen them plug their own EV’s in, but today and many other times, they just parked gas vehicles in the EV spots. Very frustrating and possibly illegal as this is in Florida.
