Im just wondering does anyone know if the charging station at Chevrolet Montebello is open to the public anytime ?

2 cars plugged in one still charging, other fully charged sitting there for average 2 hours.. I unplugged and couldn't get it to charge .. just said waiting on the screen. seems they might be controlled from inside the dealership
